Childcare support system to cover medical costs

Support system

Hospitalization

(1) Until the first March 31 after a child turns 12

Co-payment of 200 yen for 1 medical facility/month

Outpatient

(2) Until the end of the child's 4th birthday month (the end of the last month for a child who is born on the 1st )

Co-payment of 200 yen for 1 medical facility/month

(3) Between the month following the child's 4th birthday month (the 1st of the current month for a child who is born on the 1st) and the first March 31 after a child turns 6

The balance will be paid over 3,000 yen/month upon a petition.

Processes for issuing a beneficiary certificate

After the registration at the Resident Dept., apply at the Medical-care Sec. of Pension/medical-care Dept. with the child’s health insurance card. The beneficiary certificate will be issued on that day or later by mail.

How to use a beneficiary certificate

To receive treatment at medical facilities in the Kyoto prefecture ((1), (2))

Please present a health insurance card and a beneficiary certificate at medical facilities.

You can receive treatment with a co-payment of 200 yen for 1 medical facility for (1) hospitalization and (2) outpatient. In case some medical facilities do not accept the certificate, please apply for payment as you consult medical facilities outside the Kyoto prefecture.

To receive treatment at medical facilities outside Kyoto ((1), (2))

A beneficiary certificate cannot be used at medical facilities. Please co-pay the health insurance, and apply for payment at the Medical-care Sec. of Pension/medical-care Dept. If your co-payment falls under subsidized medical-care expenses of heath insurance, apply for the payment of subsidized medical-care expenses first.

Between the month following the child's 4th birthday month and the first March 31 after a child turns 6 ((3))

A beneficiary certificate cannot be used at medical facilities. Please co-pay the health insurance, and apply for payment at the Medical-care Sec. of Pension/medical-care Dept. in case your co-payment exceeds 3,000 yen/month (from the first to the end day of the month). The excess will be reimbursed.

Items required for the payment application

  • Health insurance card
  • A beneficiary certificate for childcare support to cover medical costs
  • Account information for receiving payment (the name of financial institution, branch, type, account no., holder’s name)
  • Receipt (with the date of the visit, the name of the patient, points of health insurance covered medical care, and the paid stamp)

Payment will be made 2-3 months after the application. Notice of payment will be mailed when it is confirmed.

Exceptions

Expenses besides medical cost covered by health insurance, e.g. checkups, vaccinations, transportation costs for house calls, costs for medicine containers, private ward costs, or meal/medical care costs in a hospital, will not be reimbursed.
